Winnipeg is an evolving city, with a rapid influx of immigrants, and Aboriginal people changing the history and profile of the city. Of all major urban centres in Canada, Winnipeg is home to the largest population of Aboriginal people and currently ranks sixth in the country in terms of the rate of immigration (Statistics Canada, 2006 Census). In 2006, Winnipeg’s foreign- born population reached 161,600 people, accounting for 19.8% of the city’s population, and in 2009 it welcomed 13,520 permanent residents; 5.4% of Canada’s total immigration (Statistics Canada, 2006 Census; Manitoba Labour and Immigration, 2010). With increasing multiculturalism and diversity, issues of racism and discrimination need to be addressed in order to maintain a peaceful society. This report aims to examine the concerns surrounding racism in the city of Winnipeg, and the initiatives being carried out to tackle this problem. The following report will also identify gaps in the city’s current structure and suggest recommendations to build a more inclusive community.
